In the early years of CAD working in 2d only, you would draw your main views at full size then scale up your text and drawing border to suit. For enlarged details I think we would apply a scale factor to the dimension. You can do this in SE using Dimension Properties > General > Scale factor > Manual for individual dims or create dimension styles for whatever csales you need.
The problem with the 2d model sheet is that you can't see any of the dimensions and notes that you've applied.
I used the 2d model sheet for a wiring diagram but when we came to modify it we had exactly that problem - couldn't see any of the wire labels so we had difficulty relating the diagram to the marked-up drawing.
