how do they normally apply the sealent in saw cut expansion joints in highways , the silcone sealents and compression type

qmorr...first of all, the sawcut joints are not "expansion" joints...they are control joints for controlling the location of shrinkage cracks. Expansion joints are created prior to concrete placement, not afterward.

The sealant that is used in them is typically not silicone...it is usually asphaltic based with polymer modification. It is generally hot applied.

State Department of Transportation's websites are a wealth of inforamtion for kind of detail. For instance:
ftp://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/standard/roadway/js94.pdf
Has the Texas method of sealing joints. Note that you might have to accept some conditions to get in.
