Sall masonry column

Looking at posts for fencing, architect wants a 1'=4" brick column. My thoughts are to have a 8" CMU column in the middle. Anyone ever done a small masonry column surrounded by brick? I can get it to check for the loading, just not sure how practical.

Backup plan would be a HSS steel column in the center.

Why bother with the CMU? If you need the cage, put it in, build the bricks around it, and then grout it. Reinforced brick masonry is a thing, though not used that frequently anymore.
 
If the architect wants a 16"x16" brick column, it can be done entirely with bricks. Or, alternatively, it could be a hollow brick shell filled with concrete, but the size of column would be only 8"x8", so there is not much room for rebar. But even a single bar at the center will provide some bending capacity without relying on the tensile strength of mortar.

For what it's worth, if you use concrete you'll have an 8x8 column as BA mentioned. If you specify the brick, mortar, and grout per TMS 402, you'll have a 16x16 column.
