SA 516 HARDNESS VALUE BASIS

ASME SEC IIA does not specify hardness value of SA 516.
Mill Test certificates indicates maximum permissible hardness value of SA 516.
From where the MILL get that value?
 
My guess would be a NACE standard.

I would guess NACE as well....was the limit 22HRC or equivalent (235HB)?
 
Or have they worked back from max strength/min elong that is allowed?
OF the NACE limit.
Or some limit imposed by a major customer of theirs, so they make it all this way.
Did you ask them?
