Hi!

I´m searching if it is possible to get plates in SA 516 GR. 70N with HIC?

Why would you want to buy plates with HIC in them? Do you mean that wish to purchase plates that have been manufactured and tested for HIC resistance? If the latter, you have already been given a few leads; you might also like to try Dillinger:

Note there is a difference in qualifying steel with NACE testing and making the steel deliberately for HIC resistance (as Dillinger offers). The difference is in the steelmaking practice.

Absolutely. The former, where the steel has not been designed specifically to pass a HIC test and fortuitously passes such a test, has become known as "pseudo-HIC resistant."
