sa-182-f316 <=5 vs sa-182-f316<=5 low stress compress codeware

Hello,
Did anyone came across the design for the pressure vessel which has been used 316/316L dual rated material. we have an issue with the blind material. In code compress software we used ug-34 cover as option for the closure and used sa-182-F316 <=5 material on it. but my senior told me to used sa-182-f316 <=5 (low stress) and mentioned to me that you can't used this material due g5 note in it. Do anyone know what is the difference between sa-182-f316 <=5 vs sa-182-f316<=5 low stress material in compress code ware??

The difference can be found in ASME Section II Part D Table 1A Note G5.

Your senior is correct to say the low stress option should be used for a blind flange.
 
Part of this reasoning is that you have to select which grade you are designing to and stick with it.
So are you designing as 316L or as 316?
Another often overlooked issue is that 316L may be certified as 316 and have nice RT mechanical properties but it will have lower strength at high temp and under creep.
