S1 stress for Zick Analysis

When superimposing the external pressure stress in the longitudinal axis with the bending from the saddle reactions are you supposed to compare it to min(S,B) from UG-23 of ASME SC VIII-I or are you supposed to compare it to B/3 from UG-28? Thank you in advance.

Allowable (+)S1 = S
Allowable (-)S1 = the smaller of S or B
