RUS Distribution Standards

Can someone tell me which RUS standard would be more appropriate for a 13.8kV (line to line) system, 1728F-803 "Specifications and Drawings for 24.9/14.4 kV Line Construction" or 1728F-804 "Specifications and Drawings for 12.5/7.2 kV Line Construction"? Are these the only two standard distribution voltages used by RUS utilities?
 
The 12.5/7.2 kV standards would be more appropriate. Both 12.5 kV and 13.8 kV systems use 15 kV class equipment with 95 kV BIL. I assume that your 13.8 kV system is solidly grounded and carries a multigrounded neutral. Neither standard would be appropriate for an ungrounded or resistance grounded system or one without a neutral.
