Running a domestic water line under a slab

A client of mine will be building a house with a slab on grade with in floor heat. I am trying to think of the best way to run the domestic water line from the mechanical room to the bathroom at the far end of the house. Due to the layout of the house running it through the exterior walls is not an option and there will be a cathedral ceiling so that is not an option either. There will be two inch rigid insulation installed under the concrete slab. Should the sleeve be run below the rigid insulation and if so should another layer of rigid insulation be installed below the sleeve
