RTU screen walll in existing building

If you're coming in with a new equipment enclosure screen wall on top of an existing building, are you allowed to use section 6.5.14 of the ACSE 7-05 (free standing walls and signs) to generate the design wind load?

In a new building construction, I simply use the generated wind load per section 6.5.12 for the building and apply it to the screen wall which tends to be higher thus conservative.

No seismic, just wind. Thanks!

Yes. I would use the free standing sign approach, provided you accommodate the height above grade.
 
Why don't you use it for new buildings too? Just to be conservative?
