round to rectangular ducts

As per HVAC method the the rectangular to round equivalence of duct is given by the following formula

b=(1.3*(A1*A2)^.625)/(A1+A2)^.25

It say that the both ducts have the same friction loos.

But from hydraulic books say that the hydraulic ratio shall be consider.
H ratio= area/wetperimeter

What is the diference, or are they two unequal concepts ???
