Rotating Reference Files in Microstation J

In a few files I've been working in, I have only been able to rotate the reference files by an angle that is an integer (I input the exact angle I want, hit return, and the display automatically changes the angle to an integer). I've noticed that in most of the Microstation files I've created, I can rotate the reference files by ANY angle, up to 4 decimal places.

I've tried reloading the reference files, to no avail. I've tried looking under Preferences and other menus, to no avail! I've asked about 3 other colleagues, to no avail!

If anyone can help me out, I'd be grateful.
 
YOU MIGHT TRY CHECKING OUT THE ANGLE ACCURACY ON THE COORDINATE READOUT. THIS IS IN THE DESIGN FILE SETTINGS (UNDER SETTINGS ON THE TOP TOOL BAR).

 
I put the message on the wrong thread, I put my question on the previous thread. Do you put the logical name in the mdl routine twice?
