What is the methods to use when lifting riser(vertical piping) in place? I mean pipe side.

I am dealing with SS pipe up to NPS 42".

The plan is to drill hole and bolt lifting lugs on pipe. Then cut the piece with hole after that.

Wonder to know if there is other method.

Usually its best to avoid drilling and cutting on the pipe, especially after installation. Lifting or pulling heads or plugs here,

a reinforced pipe end cap with lug welded to the cap (cap removed later), or clamps are preferred to any hole and lift lugs welded directly to pipe segments.
