Retaining wall

Do we need to design a retaining wall that is just 3m in length? is there a rule of thumb for that?

I am not aware of a rule of thumb regarding the length but generally it doesn't matter the length. If I recall correctly some codes don't require a design by a licensed professional if it is real short (such as less than 3 feet) in height but that depends on the local codes and building inspector. Hope this helps a little.
