OK, I remember now but it's been so long since anyone's even mentioned it that I'd forgotten that we still offered that option.
It goes back to the days prior to when we even had the 'Resource Bar' (we're talking about the pre-NX era here which was at least 13 years ago now), but we did have Assembly and Part Navigators (which BTW each had their own complete tool bars) but they were also opened as floating windows via icons on the 'Standard' toolbar. When we introduced the 'Resource Bar' we removed the icons as well as the Navigator-specific toolbars but a few people complained, and so as we often do, we gave these hardline 'legacy' users the option to replace the Resource Bar itself with a toolbar.
Now as to how they are managed, once it's a toolbar, that becomes the responsiblity of the .mtx file and/or your 'Role'. Now I just tested this (using NX 7.5.5.4) and it works just fine for me, like any other toolbar modification.
That being said, since this 'Text below icons' option is available for ANY toolbar, have you tried toggling this OFF on any of your other toolbars and see if that setting holds or not?
Now keep in mind, that while the Resource Bar itself is displayed, its settings are saved in the Windows registry, at least until NX 10.0 where we've enhanced the Resource Bar in response to some long standing ER's, one of them being that it should be managed via the .mtx file so that it could be captured and controlled using Roles.
Now before anyone asks, YES, starting with NX 9.0 you have the option of replacing the Resource Bar with a Ribbon 'tab', the near equivalent of a 'toolbar' from the pre-NX 9.0 era.
