Selection/Sketch Scene Bar changes inside sketch

Sometimes inside a sketch i get the "Selection Scene Bar" instead of the "Sketch Scene Bar".
I am not sure when exactly it happens (maybe if the sketch is fully constraint or not) but i found no option to force it to always be the "Sketch Scene Bar".

Any workaround on this? NX2306
