Currently using the common Copper sulphate test. Since the part used for the test has to be scrapped am looking at alternative tests. Purpose is to detect residual oil on rolled steel parts after degreasing operation (ultrasonic immersion type).

Anyone with any experience or suggestions? Appreciate the time & help

I would start with a simple water break test. Run water on the sample at a flow to make a nice even film on the part. If clean, the water should "sheet" off the sample. If oil is present, the water will tend to flow as separate streams or worse yet, bead (i.e. discrete droplets on the sample).

would it be wise to use water on steel parts? besides the operator knowledge here is not that great and we would be vary to leave them to interpret the subjective water test. Any ink tests or colour tests?

Water-break testing is the standard industry practice. ASTM F22 is one standard you can consult/reference.

Can you inspect under UV (black light)? Most oils will glow brightly under these conditions.

Ed, you mention the problem yourself: "most" - if we only have a known to glow oil, it's good. If not.... oops.
