Repair pressure vessel using fiber

I have pressure vessel that constructed under ASME VIII-1.
It was found leakage due to internal corrosion on shell.
May I to patching this hole with fiber material?
If "yes", which Standard/ Code that permitted this method?
If have reviewed API 510 and NBIC-23 but have found nothing about it.

Size : 30"OD x 160" S/S
Type : Horizontal
Year Built : 1975
DP : 50 psig
DT : 200 F
Service : crude oil
Material : SA516-60
There was found a hole with diameter 2" approximately on bottom shell (position 6 clock).
Our contractor proposed to repair/ patching using fiber materials.
My question, is this method comply with either API 510 or NB23?
If "no", can we used ASME PCC-2 as referrence of this repair? Is it permitted by ASME PCC-2?
