reinforcing requirements for gravity wall

When doing monolithic concrete gravity walls, are we required to follow ACI min steel requirements, or is un-reinforced still allowed? I signed off on a wall that I designed as a gravity wall, that will have a small aluminum structure on top. Wall is 2ft wide and varies from 1ft to 5ft deep. You could argue that it is a continuous wall footing since it's really not retaining anything, as soil level is same on both sides, where ACI 318 Chapter 22 says no reinforcing required. I did throw in some misc. steel in there to tie everything together, but well below ACI. What are your thoughts?
 
you dont think there are any repercussions for having a large portion of footing extend above ground?
 
No, I would only have concern for probable cracking only.
