Reinforcing pad for a cleat near a horizontal strake joint (not for a shell cutout)

Hi Guys,

I am placing a pipe support cleat onto the tank wall and need a reinforcing pad at the cleat connection. The proposed location is on or near the horizontal strake joint. Is there a minimum distance the repad needs to be from the horizontal joint? This isn't a shell cutout so I guess Clause 5.7 doesn't apply. The strake thickness goes from 8mm to 10mm so there will be a slight misalignment if the plate is across the strake joint. Any ideas on how to proceed?
 
See API 650 section 5.8 regarding permanent attachments.

Particularly 5.8.1.2 which has the following weld spacing requirements for shell materials over API Group III: 3" from the horizontal joints of the shell and 6" form any other weld. It goes on to say that permanent attachment welds may cross shell horizontal or vertical butt welds providing the welds are continuous and cross at at least 45 degrees.

Additional NDE may be required or prudent.

There are no rules for shell materials Group III or lower, but some owners follow 5.8 anyway.
