reinforcement detail at rc walls intersection

hi,
I am trying to understand the concept of reinforcement detailing specially in walls.what I know is that to not crash concrete cover we have to avoide concentration of force from compression or tension of rebars.I have found the attached picture on one of eng tip forum and what I want to understand is this:
why detail of picture g is permitted while that of picture f is not.could someone please explain it to me?

It's not a matter of permitted or not. I think the author of those pictures is illustrating the impracticality of placement of long bars with cogs, and expecting them to fit properly. An attempt to improve constructability.

Try tying the steel for detail F..

If you could however I have no doubt it would oerform just as well as detail G. Its not that its not permitted, its just poor detailing.

It reminds me of what my old boss used to say “if you can’t build it, you haven’t designed it!”
