Regarding peaking and banding of API 650 storage Tank measurement after welding

Dear Members,
In our tank project shell having thickness of 6mm.having wind girder above horizontal joint.
Tank is open roof tank dia 16.2m x 6.5m height consisting of three shell course. 3rd shell course (Top) 6mm thick and having wind girder.
Banding inspection carried out on Horizontal joint during fit up and after welding of joint and found with in tolerance.
Wind girder installed after welding and welded with shell. Now client inspector asked to check banding on horizontal joint between shell 3 to shell 2.
Is it required to check banding after wind girder welding. Tank sketch attached for reference.

Banding at shell horizontal joints measured for every horizontal seam after completion of horizontal joints after fit up and after
welding. Moreover this is open roof tank the concern would be appearance and not the proper functioning of floating roofs.
