Reduction of bolts allowable (design strees)

Hello Engineers
I have a problem becasue a few time I saw in calculation of Flange connection
that allowable stress for Bolts is reduced on 50% sometime 60%.
I know that is the weakest part of this type connection.
I heard that this information about reduction of allowable stress I can find in ASME Codes
I search but I can not find nothing in this matter.
Can somebody help me and explain where I can find this information or better someone can me explain this issue.

If possible please review Sec VIII, Div 1, Appendix S or ASME PCC-1 for explanation of the behavior of gasketed, bolted joints.

The problem with sloppy work is that the supply FAR EXCEEDS the demand

I'm calculated a allowable stress for the bolt material for two cases
1. ambient temperature
and of course
2.design parameters.

And when I have calculated fd and fa
I reduced it on a half becasue it is the weakness element of flange connection.
