Reduced Load Spectrum of helicopters??

During Development state of helicopters, some reduction for load spectrum is generally applied?

Someone told me that normal procedure is applying some reduction of spectrum before flight test to make it easer to analyze.

But, I'm not sure that this is general procedure or not.

I feel more persuasive in opposite case.
i.e. Full load spectrum before flight test and the flight test is performed for reduced spectrum conditions.

How do you think about my thought?

Sorry for aking but do you want to reduce the design spectrum to make your analysis easier or do you want to test to a reduced or full load spectrum? Are your consern the dynamic systems (rotor, drive system) or the structural loads?
Your design full load spectrum should be a baseline for all future work. As you increase your flight hours and usage of the helicopter you will compare actual flight spectrum with design spectrum and continously update safe life of dynamic components - may be shorten or extend predicted life.
