Measuring aerodynamic loads

I want to build a rig for testing a variable airfoil. It would rotate at the end of a radial arm with a counterbalance mass at the other end. I want to measure radial load and torque at the driveshaft. Store-bought load cells are too expensive for a short term, one-time test. How can I do what I want?
