Rebar Weld Size

Hey guys, i have to weld a 25mmØ rebar with 19mm thick bearing pate, is there any details for weld standard to develop its full shear and tensile capacity of rod? Also 19mmØ rebar. (FILLET WELD , ROD PERPENDICULAR TO PLATE)

You did not state the orientation of the rebar-to-plate. Here is PCI's info from their Handbook (7th Edition):
