Radius or flush ends of moment connections.

I am somewhat of a newcomer to the field and have a question. Is it a good practice to radius/transition the sides of the top and bottom flanges in a Tee Joint moment connection, or finish the joint flush with the ends of the flanges? Either way would be done by grinding weld run off.
 
A round transition as long as you respect the required strength should work always better, for it will diminish the stress concentration.
