Radial toolbar not always popping up in NX11 when pushing RMB on background.

Looking for a little feedback here. We just upgraded from 9.5 to 11 before the Holidays. I'm just now getting into exploring the new options and things. The first thing I noticed, was for some reason they reversed the direction the mouse wheel zoomed. No problem, I found the setting to change that. The next thing I noticed was when I'd try and quickly do a "fit part" or change from wireframe to shaded view using the quick radiaul toolbar motions, half the time I pushed the RMB to begin the motion, it would open up a menu instead of the radial tool bar. In the years I used NX 9.5, this never once happened... yet with NX11, it is happening dang near 50% of the time. Anyone have any idea what is going on and how I can fix it?
