"Thru Face Does Not Intersect Path of Tool" While Extruding

I'm attempting to extrude some holes in a body and I receive the "Thru face does not intersect path of tool" error. This doesn't make sense to me as i've done this exact protocol several other times on different sections of the part. I've attached a document containing a screenshot of the error, the extrusion i'm attempting, and the sketch i'm using to extrude.

If i guess, it's a "non manifold condition" ( yes, thats the old error message, it didn't tell more either..)
I created a simple image to show what i think is happening in your model.
The cylinder is touching some faces, and if these faces are complex, ( B-surface) NX cannot determine if the cylinder is inside or outside.
In the attached image the cylinder touches a cylindrical face, it has a line contact between the faces but since the two in my image are "analytical" faces ( there is no tolerance involved)
the subtract works fine.

Try moving the extrusions away ( down) from this "condition" a very small value and see if the subtract works.
( you can test the proposal by selecting "Create" on the extrude dialog, the try to subtract 1 of the cylinders. edit the sketch and move this particular arc down + again try subtract.)
