I believe in this case you are limited to "steel mills" for this type of product. And they (in North America) are plenty busy processing armor-plate in these furnaces. If you do find another source, I would also like to hear about it since Q&T plate can be hard to come by these days.
Acipco has the furnaces whether the still do outside work I don’t know.
