Purpose of tunnel Convergence measurement and the alert level

hello all,

Somebody asked me what is the covergence measurement use for what purpose and what is the alert level should be.

I am not really sure what is the correct answer and hope you guys can help.

My preliminary answer is
Purpose:
1) check the deformation and stability of the tunnel;
2) check the possible load on the temporary support (the tunnel move will induce the loading on the dowels.)

Alert level
Should not exceed the yielding tesile strain of dowel, i.e. roughly 0.2% for high yield steel bar.

However, I found in my drawing showing Alert level to be 1% if tunnel diameter. it is ok?? or it will result in the exceed the yielding tesile strain (0.2%)of dowel and cause the fail of the dowel?

I hope someone can give me some suggestion and typically AAA values for my reference. Thanks.
