PT Beam vs. Column

This is more of a theoretical question than a practical one, but in principle, what is the difference between a PT beam and a column with bending? Say you had a simple rectangular concrete beam with straight (no drape) unbonded PT at a given eccentricity and an applied uniform load. Instead of following PT beam design procedures, could you design it as a reinforced concrete column by using an interaction diagram with the PT force as the axial load?
