Any expert please advise and where can I obtain the details of the connection protection work for a drain discharging to a river. Your advise and assitance shall be very much appreciated. Thank you!

Could you add a little more detail? What is drained? What type of discharge to a stream or river and what kind of permits are in place? Some discharges are allowed and protection is not needed. However, discharging a wastewater or water from a process might need different methods for different applications.
 
The outfall drain is 1.2m wide x 1.7m depth discharging normal urban surface runoff stormwater. The discharging drain is perpendicular to the receiving river of 40m wide and the discharge point is about 500m from the river mouth/sea. High tide is +1.7m and the drain IL is +3.6m. The protection work for the connection of drain outfall and receiving river is bascially to prevent erosion of the river earth bank of about 50 deg measuring from horizontal. From the sound of the specific conditions/location you are dealing with here, I wonder if the U.S. Army Corps of Engineers (USACE, e.g. with work done/publications of their Vicksburg, MS facility) might be resources potentially helpful for the protection you need for this drain?
