Project Controls Engineer

I have head that term recently and I am not sure if I understand the function and responsibilities of this role. For my information, can anyone share some knowledge. It sounds like its a construction management position.

Our project controls people aren't always engineers, but they certainly can be. In the context I've used it, project controls is preparation and management of schedules, budgets and other project metrics. On the complicated side, you get things like risk and probability based scheduling projections and things like that.
 
We have project control personnel, they are never called engineers, some have accounting degrees.

We also have whole departments for instrumentation and electrical control systems. They program and design electrical control systems and some do have engineering degrees. Most modern industrial plants are almost entirely controlled by electronic systems these days and it takes a team of electrical engineers and programmers to design these systems.
