When you hit Setup Parameters and you get the box with all the stuff in it, what is this for? I see it lists all the feature I put in and there attributes as we'll as the the Y factor and all that, looks like everything that defines my part but why?

Parameters are used to maintain information about a component like part number, name, description, material, units for dimensions, notes, etc.
Anybody will be able to find and see this useful information either on the 3D model, or on the drawing. For example when you request a quotation, or order tooling from a vendor, they will be able to find all the information they need on the model.
It’s a very good practice to add as much information as you can on your Pro/E model.
