(1) Is ASME B30.20 or ASME BTH-1 applicable to the design of lifting lugs used for pressure vessels ?

(2) What is the difference between lifting lug and pad eye.

1) yes, tried googling them?

2) Lift lug and padeye are generally interchangable terms.
