Pressure Vessel with an Eccentric Reducing Cone Shell

I have a pressure vessel 36" diameter shell with an eccentric cone reducer to 16" diameter with a 16" weld neck flange. The reducuer is rolled plate. Does anyone know the design procedure for eccentric cone reducing shells? I was approaching this as a concentric reducer on one side and a straight shell on the other side. The code only refers to concentric cone, common axis, redcing shells. Any ideas?

Are you designing this to any particular pressure vessel Code, or not?
 
See ASME B&PV Code, VIII-1, UG-36(g). ...and Figure UG-36(e)
 
Yes, ASME BPVC 2010 VIII DIV. 1, Appendix 1-5. Internal pressure 1440 psig @ 130 degrees F.
