Pressure vessel surface flaw detection

Are eddy current methods allowed under PD5500, to detect surface flaws on carbon steel pressure vessels? Working through section 5.6 Non-destructive testing (components to construction categroy 2), eddy curent methods are not mentioend. However, this method is allowed for to test aluminium alloys (Aluminium supplement). Thoughts?
 
Use dye pen or ultrasonic surface flaw detection.
