Regarding carbon and Low-alloy steel material for manufacturing pressure vessels by code ASME Sec VIII, is there any list to specify Rimmed / Killed / Normalized / Tempered are available for each of the materials?

There is no list that I am aware of to direct you to a specific steel making process for pressure vessel steels other than what is specified in the ASME Boiler and Pressure vessel Code, SA material specifications in Section II. The selection of a pressure vessel steel will depend on service requirements. The ASME material specifications take into account exposure of the material to either low or high temperature/pressure service, and steel making requirements are specified for this type of service duty (i.e., fine grained versus coarse grain, melting practice for steel production, etc).
 
For plates refer SA 20 and for Forging you may refer to SA 105, SA 182 etc. These specs would give you some idea about the steel making process. you may prepare your own list based on the info assimilated from the above specs.
 
The Code only addresses prohibitions or requirements on designing of pressure vessels, one example would be SA36 prohibited on some designs and allowed on others, the same for steel making practices.
