Pressure testing of vent plug or cap

In a situation where vents and drains on process piping meant for pressure testing have threaded plug on olet or nipple and cap for filling in or air venting purposes. In most of the occasions these fittings doesn't get pressure tested. Is there are requirement for them to be tested or not ?

Also, when using carber plug at the end of pipe. we've been in a situation where client have asked us to re-test the carber plug portion of pipe as it was not pressure tested.

Any feed back with reference would be appreciated.
