pressure testing an altered piping spool

According to B,31,3 if a spool piece is altered and X-rayed, does it still have to be hydro tested
 
Assuming that the original pool had been hydro-tested with the pipe system and likely in service, API 570 should be used. With the approval of the Inspector (Owner's appointed Inspector) the pressure test need not be performed with the NDE provided.
 
We used a pre-tested pipe to replace small things like a spool piece. No need to re-test the spool piece as long as evidence of test on pipe is present and acceptable by customer.
