QW 200.4 B allows for use of a root pass of say GTAW on .5" PQR to be combined with other PQRs with a higher thickness. Example would be you can combine a .5" GTAW all the way out PQR with a 1.5" SMAW all the way out I can create a WPS that is 5/8" to 8" utilizing GTAW for root pass in accordance with section IX when impacts are required.

What is the qualified range when b31.3 is the design code and your qualified range is T/2 and T + 1/4"? does that restrict me in any way from combining them the 2 PQRs, or would my qualified range be .75" to 1.75" GTAW root and SMAW balance?

Read the latest edition of B31.3
Requirements are no longer the same.
 
I am aware, however the contract stipulates the design code is B31.3 2016 so I am still limited by that addition.
