Post Weld Heat Treatment of Monel 1

I recently received a request to PWHT ALL Monel piping.
All the Monel piping is Schedule 10 and under 2".

Anyone know what might constitute a justification for this type of requirement?

In my opinion it's not necessary and usually not required a PWHT on a Monel material.

Solid solution alloys
Solid solution alloys are pure nickel, Ni-Cu alloys and the simpler Fe-Ni-Cr alloys. These alloys are readily fusion welded, normally in the annealed condition. As the heat affected zone (HAZ) does not harden, heat treatment is not usually required after welding

Just for the record, I wanted to let you folks know that
(since I asked the question, I learned) Welded MONEL alloy 400 components normally go into service as welded.(that part I knew) If there is a concern that the enviironment could induce stress corrosion cracking (e.g, steam containing ammonia), the structure could be stress relieved by heat treatment at 1150 to 1400 deg.F. We have the potential for these trace elements and are looking to increase the odds of a successful installation.
