Post tension Wood Beams

I am evaluating an old structure that has steel rods attached to the wood floor and roof beams. The beams have one rod on each side. The rods are attached at the ends of the beams and then sag and go under a steel spacer that is transverse to the underside of the wood beam. It appears t be set up as a post tensioning mechanism.

Where can I find information on this design?
Where can I find historical wood engineerng values?
