position tolerance, need help

this is an old drawing.
position tolerance without datum callout.
say several rows and columns of holes. have all basic dimensions from one hole. this is an easy part.
now, there is an odd hole located not inline with any. it has x, y two basic dimensions from SOME hole(s). my question is, the position tolerance is from the one hole which all the holes are reference to, OR that SOME hole's actual position?

Typically all these holes will be considered to have a single reference frame - no holes are measured relative to any other hole. It's like layout lines that are made before any holes are drilled - the tolerance controls how far from each intersection the related hole is drilled.

This doesn't seem to locate where on the part the group of holes is made.

To do otherwise the location tolerance would have a datum call out for the basis hole and the basis hole would be identified as a datum.
