I would like to know if it's possible to do point loads in Simulation Express, or pressures over a selected area not the full size of a face. If so, how do I do this?

I'm simulating a small cylinder pushing on the centre of a larger cylinder.

cheers

Point loads, no. Basically, this leads to very high stress concentrations and Express doesn't give you the tools to really understand what is going on. You can do it with Solid Edge Simulation.

For a pressure over a selected area, you just have to cut the face and apply the load to the sub patch. If you have ST3, there is even a tool to do an offset edge cut which should be perfect for a circle in a circle.
