PMI Tabular Note

Is there a way to create a Tabular Note within PMI? We make Tabular Notes that have "merged" rows in our drawings. We have a tool that was created with visual basic I believe. All it is doing is importing the data from an excel spreadsheet and creating a Note in PMI that uses a multi level GD&T frame. Problem with that is the horizontal lines cannot be removed from certain areas.

Does anyone have any ideas on how I could achieve this?
