Plane stress modelling in Nastran

I am not a Nastran user, but I'm working with someone who is. I'm an Ansys user. I'm accusomed to doing a plane stress analysis with PLANE42 elements. My co-worker is using QUAD4's with the out of plane degrees of freedom held. Is that valid? I thought a QUAD4 was a shell element, like an Ansys SHELL63. Is there a better choice of Nastran elements for a plane stress analysis?
