Placing forms on freshly placed concrete

We are constructing a new concrete baffle wall inside an existing aeration basin at a WWTP. The wall is done in two pours, first is the 1' tall x 3' wide footer poured on existing concrete floor, then vertical wall is poured after. The footer was poured with #5 vertical dowels extending up 24" to tie in the wall steel. My question is, how soon after the footer is poured can we begin tying wall steel? Since this is a non structural wall and the steel is also being tied into horizontal dowels on the existing walls I don't believe there is any issue with point loading the footer. Are there any ACI standards that reference this sort of situation?

First of all, they are "footings", not "footers".

You can tie steel as soon as the concrete has set sufficiently that the dowels don't get moved during the tieing operation. Depending on the concrete mix and strength, this can be from about 24 to 72 hours after placement.

I think the "footers" here refers to a kicker (as i would call it) which starts a column pour and allows forms to be fixed in place.

"footer" is the part of s Microsoft Word document that is repeated at the bottom of every page
