what the criteria are from the Mechanical Engineering point of view about to partial replacement or partial repairment or total replacement of the pipeline based on the results to be obtained from the LRUT or intelligent pig inspections . Is there
something like this in International standards Asme or API?
 
You're getting vary basic here.

Try ASME B31G for starters or ASME PCC2

Whether to replace or repair is a commercial decision which includes complexity, practicality, loss of service during repair, ability to build a new one in parallel or not, risk of failure, amount of remaining life, etc etc.
